Try one of the budget airline like easyjet, condor, or ryanair. I am not sure if they fly to Russia. You can also try SAS, Sweden's airline.
Here is some info I found on boat travel:

| Have you looked into getting a visa to enter Russia? The process is long... |

Saint Petersburg most beautiful city in Europe. If you fly from Stockholm, the Russian train is cheap which is 4 hours or faster, there is about 6 different trains, high speed Russian trains or medium speed, high speed is more expensive and smoking is allowed too. They are clean and some of the best trains in Europe compared to the TGV, they are actually almost faster, depending what locations you go to from in Russia.
Flying there is 3 sites I know who will charge $99.00 one way from Stockholm to St. Petersburg, Europebyair.com, Anyfares.com and Flights.com all sell for $99.00 one way e-ticket

If you go to St.Petersburg, stay in a timeshare and if you get a visa, try to get an unlimited pass so you can return, it is good for a year.
The best hotels are Grand Hotel Europ and Hotel Astoria, both 5 Star and expensive, in low season Astoria cost $180.00 a night and up but is right downtown and so is Grand Hotel Europe and best resturant in Grand Hotel, it is where all the presidents stay and famous people.
St.Petersburg is cheap than Moscow, as you can do a lot there and walk around by foot, the Hermitage is the biggest museum in the world which takes days to see, I recommend staying there 3 to 4 days to see it. |
