Hi
I know that there is a sister bank to Bank of America in the UK, and I have heard that taking out money from their ATM's (or whatever they call them there) has a minimum exchange but I do not know which bank it is. Does any know?

Barclay's Bank is supposed to have an agreement with Bank of America; I don't know if it's free ATM use or just half fee (since both your bank and the bank owning the ATM can charge you independently for using an out-of-network ATM), but it's better than the full fee. ATMs are normally called 'cash points' but particularly in urban areas ATM is just as common or has even superseded the phrase. You might also hear reference to the colloquial 'hole in the wall'.

Actually you can use Barclays with NO fees if you are a customer of BOA.

Wondering if there's a similar bank agreement in Spain? If not, any advice on the best way to spend money without getting charged fees or percentages?

Yes, you can withdraw cash from Deutsche Bank ATMs in Spain (and all over Europe) with a BoA debit card without being charged a fee. Deutsche Banks are all over Barcelona, (where I lived for 6 years), in Placa Catalunya, for example.

In order to clarify: Barclays, Deustchebank, BNP Paribas all have this arrangement with BoA. No fees for using their banking services. There is, however, a 3% fee they charge you for converting between US Dollars and foreign currency. Most credit cards are the same (I think my American Express is slightly better, 2% charge). Using those banks/ATMs is your best bet while abroad (and there are Barclays and Deustchebanks all over the place, the websites are great for looking up locations in new cities) but it isn't fee-less.
